If the name of another town or plantation appears upon any of the packages send such packages at once to the proper destination and immediately telegraph this fact to the Secretary of State, charges collect. Express Agents will see to it that this package is delivered immediately, no matter what the necessary expenses of delivery may be, and will at once return the receipt which accompanies this package to the Secretary of State, Augusta. All necessary charges for the delivery of the ballots will be paid by the State. 47
